Connect the Coastside Final Draft released

The Final Draft of Connect the Coastside is posted on the County project webpage along with an Executive Summary, Appendices, guide to changes, response to 2021 comments, and memo on environmental review.

Please join the project team for review and consideration of the Plan at the November 10, 2021, Midcoast Community Council meeting.  The subsequent estimated timeline is:  Planning Commission consideration of recommendation in January 2022 and Board of Supervisors consideration of plan approval in spring 2022.

Harbor West Trail Living Shoreline Receives CCC Approval

The California Coastal Commission (CCC) at their Feb 12, 2021, meeting approved the Coastal Development Permit authorizing construction of approximately 300 feet of living shoreline and stormwater/drainage improvements along Pillar Point Harbor West Trail.  The popular recreation area and essential emergency access to the west breakwater has been threatened with closure due to erosion since 2011.  

The CCC staff report calls this a “win-win for the public and coastal resources … an important project, not only for the Pillar Point Harbor area and its users and habitats, but also for the Commission, where the promise of living shorelines can be put to the test, and where lessons learned here can be applied elsewhere along the California coast.” 

The natural shoreline component is designed to protect the trail from chronic erosion using nature-based design techniques -- cobble berm and rock fingers, topped with a re-created sandy beach using harbor dredge material, and vegetated back dunes. 

The stormwater component will improve the aesthetics, function and maintenance needs of the existing storm drain system by re-routing runoff into a biofiltration area west of the trail to an alternate outlet into the marsh. 

Project plans & images

Construction by the Harbor District, which owns the West Trail, is expected to occur over 4 months beginning in spring 2021, followed by native planting of dune & biofiltration basin in the fall.  There will be 5 years of physical and biological monitoring.

Vallemar Bluff Habitat Restoration Update 2020

The grassland on Vallemar Bluff just north of Julianna in Moss Beach is rare Coastal Prairie habitat that will be restored and protected by a Conservation Easement as part of the approval of four new homes on Vallemar St. in 2019.

During 2020, the restoration team has been conducting invasive plant management and seed collection and propagation.  Major restoration tasks at the site during the first two weeks in December will require some heavy equipment (supervised by biologists) and will include:

  • Removal of ice plant (~6,400 sf), ornamental shrubs, and wood chips. 

  • Recontouring of mounded soil.

  • Planting ~ 7,400 native plants of seven different species, which Go Native propagated from site-collected seed.

Due to the dry weather forecast, the new plantings will be irrigated this first season.  Restoration work will continue over the next four years.

Harbor West Trail Living Shoreline Project Update

SMC Harbor District 11/20/19 meeting features a Progress Update on the West Trail Living Shoreline Project. This is Phase 2 of the effort to restore and protect trail access from erosion along a 300-ft segment of Pillar Point Harbor west shoreline leading out to Maverick’s beach.

The West Trail was partially closed off due to erosion in 2011, until a partial repair was completed in 2016.  Then District plans for 300 ft of hard armoring met with resistance from Coastal Commission staff who prefer soft natural solutions. See:
